) April 1, 1986 REPORT ON Tf.:E STATUS OF THE NEW HAMPSHIRE RADIOLOGICAL EMERGENCY RESPONSE PLAN Pursuant to the request made by the Board at the March 25-26, 1986 prehearing conference, the State of New Hampshire hereby submits a report on the status of the New Hampshire Radiologleal Emergency Response Plan (hereinafter referred to as "the State Plan" or "RERP").

The bulk of the State Plan was submitted to' FEMA in December of 1985 and distributed to the parties early in 1986. That original submission, which includes volumes relating specifically to State agency procedures, and separate volumes for local government ,

procedures, was supplemented by materials served by the Applicant on the parties to this proceeding in the month of March, 1986. The status of all the materials submitted previously to FEMA and served on the parties was explained by counsel for the State of New Hampshire at the prehearing conference.

Certain completed portions of the State Plan were inaceertently omitted from the earlier suomissions.

Tnese include, first, plans for the Rocki.ngham County Dispatch Center, the Rockingham County Jail Facility, and the Rockingham County Nursing Home. Certain

-appendices to the procedures of the Division of Public Health Services, found in Volume 4 of the RERP, were also not included in the earlier submissions. All of these materials should be submitted to FEMA and subsequently served on the parties on or about April 8, 1986. .

The new evacuation time study sponsored by the commonwealth of Massachusetts in cooperation with the State of New Hampshire, the-

so-called KLD Report, is still expected to be completed by the first week in May, 1986. Progress Report. 96 was issued by KLD last week.

The New Hampshire Civil Defense Agency will select in early May an evacuation time study to include in the RERP as Volume 6.

All additions to and modifications of the State Plan made after the December, 1985 submission and before May 1, 1986, will be incorporated in Revision 1 of the State Plan. This first comprehensive revision of the State Plan is still' scheduled to be issued by June 1, 1986. The submission of Revision 1 will include replacement pages for the plans served on the parties, and the controlled copies of the plans which are already, or will soon be, in the hands of state and local response officials. The Revision 1 submission will~also include instruction. sheets on how to incorporate the revisions into the existing plan.
