NRC ACCEPTANCE OF GNSI QA TOPICAL REPORT, REVISION 1 Your letter of November 13, 1985 trar.smitted Revision 1 of the General Nuclear Systems, Inc. (GNSI) QA topical report 29004-001, " Manufacturing of U.S. Nuclear Regulatory Commission Licensed Dry Storage / Transport Cask Systems for Radioactive Materials (Licensed Products) in the Federal Republic of Germany." The report describes the GNSI/Gesellschaft fur Nuclear-Service abH. QA program for manu-facturing NRC-licensed products in the Federal Republic of Germany for use in the U.S.A.

We have reviewed Revision 1 of the report against the acceptance criteria in the NRC's " Standard Review Plan for Quality Assurance Programs for an Independent Spent Fuel Storage Installation (ISFSI) 10 CFR 72" (NRC Accession No. 8506060403).

Based on our review and evaluation of Revision 1, we find that the QA criteria of Subpart G to D CFR 72 are met.

Revision 1 of the QA topical report is, therefore, acceptable, and it should be implemented for activities covered by 10 CFR Part 72 on NRC-licensed products for use in the U.S.A.

Our evaluation is enclosed.

By lett'er dated February 28, 1986, Bundesanstalt fur Materialprufung (BAM) confirmed its review of Revision 1 of topical report 29004-001 and agreed that the processes attributed to BAM and Physikalisch - Technische Bundesanstalt (PTB) are accurately described therein.

- The activities of BAM and PTB, described in the topical report and agreed-to in the BAM letter, will be accepted by the NRC as a substitute for inspections which would otherwise be performed by utility purchasers of the storage / transport l

cask systems. The NRC will periodically audit the implementation of the inspection process and we expect utility purchasers to audit the inspection process once each year while their casks are being manufactured.

A utility purchaser audit plan, acceptable to the NRC, is included in the topical report as Attachment VII.

Subject to these audits, we are prepared to accept BAM certification in lieu of any other inspections of the manufacturing process by utility purchasers. More than one utility purchaser could organize and perform a joint-audit to satisfy the requirements of each.

However, each of the utility purchasers relying on the results of the audit remains individually responsible for the adequacy of 8604040406 860402

2 the audit to determine whether the audit results satisfied its specific needs.

Enforcement action for inadequate or incomplete audits may be taken against each utility-purchaser relying on the results of the audit.

Should regulatory criteria or regulations change such that our conclusions about this topical report are invalidated, we will notify you. You will be given the opportunity to revise and resubmit it should you so desire. We note the commit-ment in section 4.6 of the topical report to keep the NRC and BAM informed of changes to the QA program description.

Please incorporate this acceptance letter and its enclosed evaluation into the topical report, identify the report as Revision IA (the "A" indicating that it has been found acceptable by the NRC), and transmit a copy to:
