SUBJECT: NRC INSPECTION REPORT 50-382/97-10 AND NOTICE OF VIOLATION
Dear Mr. Dugger:
An NRC inspection was conducted April 28 through May 2,1997, at your Waterford
Steam Electric Station, Unit 3 reactor facility. Following'the exit meeting, the results of
this inspection were discussed with Mr. Al Wrape of your staff on June 16,1997. The
enclosed report presents the scope and results of that inspection.
This inspection was conducted to followup on the potential enforcement issues identified
in the headquarters-led safety system functional inspection performed on September 23-27
and October 7-10,1996, and documented in NRC Inspection Report 50-382/96-202. As a

result of this inspection, the inspectors identified four violations related to design control,
inadequate safety evaluations, inadequate implementation of a surveillance requirement,
and inadequate corrective action.
These violations are cited in the enclosed Notice of Violation (Notice) and the
,
circumstances surrounding the violations are described in detail in the enclosed report.
Please note that you are required to respond to this letter and should follow the
instructions specified in the enclosed Notice when preparing your response. The NRC will
use your response, in part, to determine whether further enforcement action is necessary
to ensure compliance with regulatory requirements.
The inspectors identified one unresolved item, which was related to your position that
electrical contactors do not have to be verified to be open upon loss of holding voltage to
meet the verification requirements of Technical Specification 4.8.1.1.2.e. Further internal
NRC review of this item will occur to determine the NRC policy for this issue.
