Pursuant to the requirements of 10CFR50.54 and 10CFR50.71, the OQAM has been revised to incorporate changes since the last docketed revision transmitted via Reference 1.

We have enclosed one copy of the following documents:

1) OQAM Revision 18 mark-up, identifying changes through the use of strikeovers and inserts,
2) Description and Justification for Proposed Changes to the OQAM, and
3) Updated pages which constitute OQAM Revision 19.

The major change in this revision was to reflect organizational changes in support of an executive title change and a retirement. The title of Senior Vice-President Nuclear is replaced by the title, Vice President and Chief Nuclear Officer. Other than title designation, the responsibilities for implementing the Operating Quality Assurance Program continues to reside with the chief nuclear officer of the Company, who reports to the President and Chief Executive Officer.

OQAM Revision 19 has been evaluated and the changes are not considered reductions in commitments j

previously accepted by the NRC. The OQAM continues to maintain focus on activities affecting quality, consistent with their importance to safety, including compliance to 10CFR50, Appendix B requirements.
