Sorry about the delayl if I received the memo, it either got lost in our move or deleted inadvertantly (no wrongdoing here)!
"S I have always believed it trying to do what is right!
I also try to be trustworthy!
However, I do recognize that there are those that believe in doing anything that the law allows, and /or anything that they can get by with, without being caught.
With this in mind, I vote for option 3: Make all of the wrongdoing requirements a Category C, and also make the procedure element a Category C.
With respect to the 2nd issue:
I do believe that States should have "confiict of interest" requirements established by statute. The term " objectivity" as used may not be the best term. We all would like to think that we are objective, but we all suffer from individual biases.
I hope these comments are not " knee jerk" responses!
