REVIEW 0F LICENSE AMENDMENT REQUEST DATED AUGUST 20, 1985 AND ITS SUPPLEMENT DATED SEPTEMBER 27, 1985.

BACKGROUND Babcock & Wilcox, Lynchburg Research Center (LRC), by application dated August 20, 1985, requested that Materials License No. SNM-778 be amended authorizing the reorganization of its safety and licensing staff. At the present time, the License Administrator and the Accountability Specialist report to the Manager Accounting and Administrative Services, while the Health and Safety Group reports to the Manager, Facilities Department. Under the proposed organization, these positions having license-related responsibilities are con-solidated into a new function, Safety and Licensing, headed by a manager.

DISCUSSION A. Radiation Safety The Industrial Safety Officer and Health Physics Engineer still report to the Supervisor, Health and Safety. Since the-minimum qualifications and responsibilities of these personnel remain unchanged, the reorganization does not affect the health and safety of the LRC operation.

B. Nuclear Criticality Safety Neither the responsibilities, minimum qualifications, nor reporting position of the Nuclear Safety Officer is affected by the reorganization.

Therefore, the function remains adequate under the license.

C. Environmental Protection There is no requested change to the environmental protection requirements of the facility. The requested change is administrative and organizational.

Specialist have been transferred to the Safety and Licensing Group. Con- '

solidation of all license-related functions into one group should facilitate 4

communications between the different functions in the group and should assure coordination and implementation of compliance with the license.

Although the minimum experience rvquirements of the License Administrator in nuclear technology have been reduced from 12 years to 5 years, they are adequatr to perform the functions of the position.

In the present license, the minimum qualifications of a Nuclear Materials Manager are specified. The requested amendment would replace the minimum qualifications for this position with those for an Accountability Specialist.

The LRC felt there was no need for a Nuclear Materials Manager since they reduced their possession limits for SNM below one effective kilogram (see Amendment No. 5, dated August 11,1983). The Safeguards Material Licensing and International Activities Branch, Division of Safeguards, has no problems with this change.

The application dated August 20, 1985, was discussed with Mr. John B. Kahle, Region II Facility Inspector, on August 26, 1985. He foresaw no safety or environmental problem with the requested authorization. Although the supplement, dated September 27, 1985, was submitted after the discussion, it merely corrected a page in the application making it consistent with a condition already in the license.
