STAFF REQUIREMENTS - SECY-97-062 - PROPOSED RULEMAKING ACTIVITY PLAN This is to advise you that the Commission has not objected to the proposed Rulemaking Activity Plan subject to the following comments.

RES-C4A-15 (PRM-50-63) should not be put on hold.

The staff should p oceed to process the proposed response and provide it to the Commission for approval.

The staff should prepare i

,a policy paper that updates the potassium iodide (KI) issue as discussed in SECY-93-318 and SECY-94-087 and presents options and, if possible, makes a recommendation to the Commission.

In presenting options and making recommendations, the staff should address how its options and recommendations might impact its response to the request in the petition.

This should be completed in a timeframe to allow the Commission to provide policy guidance to the Federal Radiological Preparedness Coordinating Committee (FRPCC) before the final FRPCC position on KI is promulgated but no later than June 1, 1997.

RES-CS-18 should not be terminated, but instead be put on hold pending the provision of definitive information from DOE on the course of its multi-purpose canister (MPC) approach.

If DOE plans to proceed with NRC certification of the MPC design, the staff should re-categorize this matter as a higher priority activity.

Future Rulemaking Activity Plans should include target dates for all active individual rulemakings.
