SUMMARY
OF APRIL 1, 1997, TELECONFERENCE BETWEEN THE NUCLEAR REGULATORY COMMISSION (NRC) AND BWR OWNERS' GROUP (BWROG) REGARDING THE TOPICAL REPORT NEDC-31858P REVISION 2, "BWROG REPORT FOR INCREASING MSIV LEAKAGE RATE LIMITS AND ELIMINATION OF LEAKAGE CONTROL SYSTEMS" (TAC N0. M87911) i
Dear Mr. Donovan:
On April 1,1997, the staff held a teleconference (telecon) regarding the proposed Topical Report NEDC-31858P, Revision 2, "BWROG Report for Increasing
[ Main Steam Isolation Valve] MSIV Leakage Rate Limits and Elimination of Leakage Control Systems (LCS)" with representatives of BWROG.
The purpose of the telecon was for the NRC staff to explain, in detail, specific questions related to the earthquake experience data to BWR0G representatives.
These questions were first raised via the NRC staff's Request for Additional Information (RAI) to the BWROG dated March 29, 1995. The staff considered the i
response to the RAI submitted by BWROG, dated January 9, 1997, on the MSIV LCS j
Topical Report questions, to be inadequate, particularly on issues involving the earthquake experience data.
The telecon was made to Mr. Tom Greene of General Electric Nuclear Energy (GE); Mr. Mike Jones, MSIV Committee Chairman; and Mr. Ken Campbell and Mr. Steve Harris of EQE International, consultants to BWROG; all representing
,the BWROG staff, to discuss the specific technical problems related to Topical Report on the earthquake experience data.
During the technical discussion, the NRC staff explained to the BWR0G representatives step by step through the earthquake site data for several sites and pointed out the missing information.
The BWROG representatives appeared to understand what the NRC staff's concerns were and agreed to conduct an additional investigation to obtain answers to the staff's questions.
In conclusion, the BWR0G representatives informed the staff that the requested information will be provided to the NRC staff in approximately 2 months.
