/ MINUTES OF THE i ACRS PLANNING AND PROCEDURES SUBCOMMITTEE HEETING l NOVEMBER 5, 1996 The ACRS Subcommittee on Planning and Procedures held a meeting on November 5,

1996, in Room 2B1, Two White Flint North Building, Rockville, Maryland. The purpose of the meeting was to discuss matters related to the conduct of ACRS business. The meeting was convened at 12
10 P.M. and adjourned at 1:30 P.M.

1) ELECTION OF ACRS OFFICERS (0 pen)

According to the ACRS Bylaws, Members not wishing to hold office for CY 1997 should notify the ACRS Executive Director in writing at least two l weeks prior to the election. Since the election is expected to be held on 1 December 6, 1996, the Members should notify the Executive Director by November 22, 1996.

RECOMMENDATION l

The Subcommittee recommends that Members notify the Executive Director in i writing if they do not wish to hold office for CY 1997. j

2) COMMENTS ON DIRECTION-SETTING ISSUES (DSIs) BY ACRS MEMBERS (0 pen) l ACRS Members who are planning to provide comments on the Commission's Direction Setting Issues should provide copies to Dr. El-Zeftawy by Friday, November 8, 1996, so other Members can decide if they want to endorse any of these comments. Comments provided by certain Members were distributed to the Members on Thursday, November 7, 1996. ,

RECOMMENDATION The Subcommittee recommends that any Member who has comments on a DSI give them to Dr. El-Zeftawy immediately.

3) FRN AND PRESS RELEASE TO SOLICIT NEW ACRS MEMBfB1 (0 pen)

A Press Release and a Federal Register Notice (pp.1-4) were issusd to solicit candidates for membership on the ACRS, with a background in plant-operations / risk and thermal-hydraulics / computational fluid dynamics. The

, closing date is December 31, 1996.

4) FOLLOW-UP FROM ACRS RETREAT (0 pen)

R. Savio has drafted a list of conclusions and action items from the ACRS Retreat in Cambridge, MA, during October 17-19, 1996. R. Seale will

summarize these at this meeting.

j RECOMMENDATION 1

The Subcommittee recommends that a more detailed report on the Retreat be prepared for the December ACRS meeting.

5) INTERNATIONAL ACTIVITIES (0 pen)

The Quadripartite Meeting is tentatively scheduled for October 20-24, 1997, in the vicinity of Tokyo. A brief report will be given by R.

i Summers on her meeting with Dr. Sumita in Japan.

RECOMMENDATION The Subcommittee recommends that no action be taken on the Quadripartite Meeting until a written proposal is received from Dr. Sumita.
6) MEMBERS' ISSUES (0 pen)

Dr. George Apostolakis has requested approval for travel to Kobe, Japan, on March 3-6, 1997.

RECOMMENDATION 4

The Subcommittee recommends that the trip be approved.

7) STATUS OF ACRS APP 0INTMENTS (0 pen / Closed)

The status of appointments of potential ACRS Members will be discussed.

l The Nuclear Regulatory Comission is seeking qualified candidates to I fill prospective vacancies on its Advisory Comittee on Reactor Safeguards (ACRS).

Congress established the ACRS to provide the NRC with independent expert advice on matters related to regulatory policy and the safety of existing and proposed nuclear power plants. The Comittee work currently emphasizes safety issues associated with the operation of 110 comercial nuclear power plants in  ;

the United States; risk-informed, performance-based regulatory approach; digital instrumentation and control systems; and technical and policy issues related to standard plant designs.

The ACRS membership includes individuals from national laboratories, academia and industry who possess specific technical expertise along with a broad perspective in addressing safety concerns.

l Comittee members are selected from a variety of engineering and scientific disciplines, such as nuclear power plant operations, nuclear engineering, mechanical engineering, electrical engineering, chemical engineering, metallurgical engineering, structural engineering, materials science, and instrumentation and process control systems. At this time, candidates are being sought with 15-20 years of specific experience in the areas of computational fluid dynamics, thermal hydraulics, and risk assessment as related to plant operations.

Criteria used to evaluate candidates include education and experience, demonstrated skills in nuclear safety matters, and the ability to solve problems . Additionally, the Commission considers the need for specific expertise in relationship to surrent and future tasks, availability of candidates to serve, and possible conflicts of interest. Consistent with the requirements of the Federal Advisory Comittee Act, the Commission seeks

i Because conflict-of-interest regulations restrict the participation of members actively involved in the regulated aspects of the nuclear industry, the degree and nature of any such involvement will be weighed. Each qualified  !

candidate's financial interests must be reconciled with applicable Federal and NRC rules and regulations prior to final appointment. This might require divestiture of securities issued by nuclear industry entities, or discontinuance of industry-funded research contracts or grants.

Copies of a r6 sums describing the educational and professional background of the candidate, including any special accomplishments, professional references, current address and telephone number should be provided. All qualified j candidates will receive careful consideration. Appointment will be made without regard to such factors as race, color, religion, national origin, sex, age, or disabilities.
