/ MINUTES OF THE ACRS PLANNING AND PROCEDURES SUBCOMMITTEE MEETING l OCTOBER 8, 1996 The ACRS Subcommittee on Planning and Procedures held a meeting on October 8, 1996, in Room 2B1, Two White Flint North Building, Rockville, Maryland. The purpose of the meeting was to discuss matters related to the conduct of ACRS business. The meeting was convened at 2:05 P.M. and adjourned at 3:45 P.M.

1. PROPOSED MEETING DATES l Proposed meeting dates for CY 1997 are included in the attached Calendar (pp.1-12) . Members are requested to review these dates and provide comments at the October 17-19, 1996 meeting in Boston. Final dates will be approved during the November ACRS meeting.

RECOMMENDATION The Subcommittee recommends that ACRS Members submit any proposed changes to these dates at the October 17-19, 1996 meeting in Boston.

2) MEMBER SELECTION PROCESS Currently only Warren Fujimoto has been endorsed by the Screening Panel and found acceptable to all the ACRS members.

He could fill either the position of C. Wylie or W. Lindblad.

} RECOMMENDATION

! The Subcommittee recommends that Dr. Larkins, ACRS Executive

} Director, send a letter to the Commission expressing the ACRS

endorsement of Mr. Fujimoto.

f j~ 3) MRETING WITH ACRS EYECUTIVE DIRECTOR AND NEW COMMISSIONERS Dr. Larkins, ACRS Executive Director, met with Commissioner i

Diaz on October 2. The role of the ACRS in the regulatory process, the technical backgrcund of members, and current l Committee activities were discussed. Dr. Larkins emphasized i the fact that the ACRS is a valuable resource for the

! Commission and has been asked by the Commission, as well as by l individual Commissioners, to address a number of key technical

. and regulatory issues. Additionally, the Commissioner was

invited to meet with the ACRS to provide his views on priority j issues coming before the Commission or any issue he might want i to discuss. Dr. Larkins will meet with Commissioner j McGaffigan on October 10.

4. INTERNATIONAL MEETINGS i

}' A. Dr. Yasumasa Togo, Chairman, Nuclear Safety Commission,

Japan, sent a . f ax (p. 13) proposing that the next
Quadripartite Meeting be held in October 1997.

I l B. The German RSK Committee sent a fax (p. 14) to suggest

that the proposed meeting with ACRS on advanced reactor l research be postponed until spring 1997. Ms. Summers

! replied by fax (p. 15) to suggest that this topic either j be added to the agenda for the Quadripartite Meeting

(which at that time was tentatively scheduled for the

( same time frame),-or that a separate meeting be arranged

during one of the ACRS meetings in 1997. In light of the j postponement of the Quadripartite Meeting, it is more
likely that a separate meeting will be scheduled.

! C. Ms. Summers is co-chairing a Panel Session at the Pacific

Basin Nuclear Conference in Kobe, Japan, on October 20-l 25, 1996. During her trip to Japan, she also plans to j discuss the Quadripartite Meeting dates and agenda with Dr. Togo. A previous letter to Dr. Togo (p.16) proposed

, several topics for discussion. These topics should be

reviewed by the Committee so tnat Ms. Summers can take an l updated list to Japan.

! A. The Subcommittee recommends that ACRS Members review

their schedules for October 1997 and indicate, during the y

October 17-19, 1996 meeting in Boston, any dates during i that month that would not be suitable for them to attend a Quadripartite Meeting in Japan.

i B. The Subcommittee recommends that, after the Committee determines the Full Committee meeting dates for CY 1997, a fax be sent to the German RSK Committee suggesting that

they choose a meeting date that would coincide with one of the scheduled ACRS meetings.

C. The Subcommittee recommends that the ACRS Members review the topics listed in the attached letter to Dr. Togo and 4

make any additions or revisions during the October 1996

, meeting.

5) RETREAT Dr. Seale has prepared a proposed schedule and outline for
discussion during the October 17-19, 1996 meeting in Boston (pp. 17-20). Members are requested to provide their comments

! during this meeting.

! The Subcommittee recommends that Members provide Dr. Seale

, with comm2nts on the proposed schedule and outline during the j October 1996 meeting.

6) NRC'S REBASELINING/ STRATEGIC PLANNING ACTIVITIES l ACRS Members were sent a package containing the Direction Setting Issue (DSI) Papers for their review and comment.

l Comments were requested by October 4. So far, comments have

been provided by Dr. Powers, Dr. Fontana, and Mr. Barton.

Subcommittee Chairmen should discuss their preference for Committee comments, individual comments, or no comments. Any proposed Committee comments would have to be drafted this month for issuance next month. The ACNW will be provided copies of ACRS comments and vice versa.

RECOMMENDATION The Subcommittee recommends that all Members read the DSI papers and make recommendations to the Committee for deciding: l e Should the committee comment on any of these DSIs, and, if so, which DSIs?

e If the committee decides not to comment on certain DSIs, do individual Members want to send their personal vieus on the DSIs?

On September 30, 1996, the President signed the FY 1997 Energy i and Water Development Appropriation, which includes $476.8 i million for the NRC.

9) MEMBER ISSUES (Issues may be brought up by members]

Dr. Powers has requested review of a letter from the Electric Power Research Institute to the NRC Chairman concerning the AP600 Advanced Reactor design (pp. 32-35/).

RECOMMENDATION The Subcommittee recommends that Senior Staff Engineers or Fellows be assigned to review the transcripts and documentation pertaining to the two issues raised in the EPRI letter and provide a report at the November 1996 meeting.

We reconsidered the schedule of the next Quadripartite Meeting. After all, I propose again that the next meeting would be held in, at the earliest, in October of 1997. And my staff have started preparations for it, but the progress is vety slow for several reasons. For the sake of our planning the next Quadripartite Meeting, if possible, I would like to listen your hope. But unfortunately, I and our staff don't have planning to attend the Paci5c Basin Nuclear Conference. So that we won't hold ,

the meeting in Kobe. If it is not too inconvenient, I would like to meet Mr. Summer at our office during the week of October 28-November 1.

In the meantime we would ven much appreciate hearing from you again in this regard.

We have just received a letter from Mr. Cogn6, of the French Groupe Permanent Charg6 des R6acteurs Nucl6aires, agreeing to a Quadripartite Meeting in 1997. The Advisory Committee on Reactor Safeguards (ACRS) agrees that such a meeting should be held in Japan in the fall of 1997.

The ACRS proposes the following items for discussion at the 1997 meeting:

e Individual Plant Examination process, e Role of expert judgment, o Steam explosions. I e Recent operating experience, particularly issues associated I with steam generators.
