Dear Mr. Powers:

On April 29,1997, the NRC completed an inspection at your Big Rock Point Nuclear Plant.
The enclosed report presents the results of that inspection.
During the 6-week period covered by this inspection, operations, maintenance, and
';
engineering activities were generally performed satisfactorily. Based on the results of this
inspection, one violation of NRC requirements was identified. The violation involved two 1
examples of failure to follow procedures relating to working clearances and protective i
tagging. This violation is of concern because it involved personnel safety issues and

caused damage to safety related components. The licensee raised expectations for
procedure adherence after these violations were identified.

The violation is cited in the enclosed Notice of Violation, and the circumstances
surrounding the violation are described in detailin the enclosed report. Please note that
