In my letter to you dated March 19, 1997. I accepted your invitation to participate in the Roundtable discussion on " Managing Radioactive and Mixed dastes Into the 21st Century" to be held on May 20. 1997.
Unfortunately, a conflict has arisen that precludes my attendance.
I've asked Mr. Robert Nelson of my staff to attend in my place. The abstract for his talk is enclosed.
I regret that I can not attend but I am confident that Mr. Nelson will provide a valuable contribution to the Roundtable discussion.

Abstract: In March 1997, the Nuclear Regulatory Commission published a technir.al position that may be used to evaluate requests to dis ose of treatad emission control dust contaminated with cesium-137 (p"Cs) resulting from.the of inadvertent melting of "Cs sources in scrap steel at hazardous waste disposal facilities.
The position, which
'was coordinated with the Environmental Protection Agency, provides a public health-protective, environmentally sound, and cost-effective disposal alternative for a large part of this material.
The Commission also recently made available to the public a draft rule l
on radiological criteria for license termination.
The rule, when finalized., will provide a dose-based criterion for the termination of licensed nuclear. facilities.
This presentation will ]rovide an overview of these recent NRC initiatives in addressing t1e management of radioactive and mixed waste.
