SUBJECT: NRC INSPECTION REPORT 50-298/97-05
Dear Mr. Horn:
l
An NRC inspection was conducted April 6 through May 17,1997, at your Cooper Nuclear
Station reactor facility.
'
During this period, we observed your outage activities. We recognize that management
has proactively intervened to raise standards in all areas of plant performance from control
room rigor to radiation protection performance. The inspectors did however, have several
.
observations which continue to be of concern. Examples include the failure to identify and
!
characterize the residual heat removal heat exchanger tube plugging and the continuing
l
challenges of the control room crew by the work control center. These issues indicate that
'
your continued efforts are warranted.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and its enclosure will be placed in the NRC Public Document Room (PDR).
