Dear Mr. Ink:

Thank you for your May 7, 1985 response to my March 26, 1985 Officers (FP0's)g the possible replacement of Federal Protective letter concernin assigned to the Matomic Building with contract guards.

We trust that the decision will be to maintain the FP0's at Matomic.

On May 22 and 29, 1985, the Commission conducted heavily attended public hearings on the restart of the Three Mile Island (TMI) Nuclear Station, Unit 1.

Because of the public interest and concern, our normal complement of FP0's at the Matomic Building was augmented by additional FP0's and other Federal Protective Service (FPS) personnel in anticipation of demonstrations and possible hearing disruptions.

The FP0's and FPS personnel performed in an outstanding manner during these hearings, providing for the public safety and security with the necessary authority and firmness, and with complete discretion and tact.

They fully demonstrated the high standards of professionalism and performance we have come to depend cn and have earned the respect of this Commission.

Please convey our appreciation to all the FP0/ FPS personnel who provided protective coverage for these TMI hearings and, in particular, to the following supervisory personnel:

Capt. Charles W. Olden, Lt. Fenton R. Payne, Capt. Leonard Young, and Sgt. Cline A.

Dukes.

The recent TMI hearings strongly reinforce my concern that we have a professional and dependable security force available who can also exercise fundamental law enforcement responsibilities.

As was demonstrated during these hearings, we have a real need for a security force capable of restraint of individuals, physical removal, and possible arrest.

We are not convinced i

that contract guards would have been able to interact with the public and news media with the same level of authority, know-ledge and skill exhibited by the FP0's.

We believe FP0 coverage is essential at the Matomic Building; replacement with contract guards would, i n our opinion, be unacceptable.
