Dear Dr. Jackson:

Please re verse the Atomic Safety and Licensing Board decision on environmentaljustice and Louisiana Energy Services. The board's inference of racial bias in site selection is totally without foundation. My reasons for requesting this include:

1. My grandchildren growing up in Claiborne Parish represent the seventh generation of my family living here. That means we have relatives all over the parish, as well as many friends of all ethnic backgrounds, and we wouldn't want an industry that would do harm to any of us.
2. I was Industrial Contact Chairman when we were identifying f

suitable sites for Louisiana Energy Services' project. Because of the responsibility that implies I have invested substantial time and effort observing and investigating policies, personnel, practices, and processes of Louisiana Energy partners. I have found they maintain the highest standard of responsibility toward their employees, the environment, command of the technology they implement, the 3

l communities where they operate, their customers, and their owners.

3. I personally identified and investigated the suitability of each possible site suggested to LES for consideration; I personally approached each owner of a qualified site on behalf of LES. I have i

detailed, first-hand knowledge of every factor that was discussed, alluded to, intimated, or otherwise taken into consideration in regard d

i to the sites considered and optioned. I know there were no demographic factors considered other than our desire to attract it as i

near to the center of our parish as possible. I know I would have made a negative report to our Industrial Foundation on the prospect if there had been. I know I am not guilty of any " environmental" or 1

I any other kind of" racism", and I feel my actions and motives in

fulfilling my role on behalf of Claiborne Parish are inaccurately and unjustly maligned by charges that I would participate in any activity i

that was unfair or harmful to any of my fellow citizens.

4. From earliest settlement, we and our forbears have scratched a meager sustenance from these hillsides. The mechanization of farming in the big river bottoms and high plains obsoleted the skills and jobs of most of our people. Poverty, illiteracy and other concomitants to unfairness have been a painful element of our history.

We have not been able to pay for adequate schools to teach our children breadth of perspective or competitive skills--or to adequately prepare enough of them for professional training.

The LES project will more than double the tax base of our entire parish. It will begin its impact on our infrastructure by providing about

$12 million revenue to our school district during its construction. This is around $5,000 per pupil. It will" jump-start" educational opportunity for future generations.

i In summary, Dr. Jackson, the proposed LES project is safe; it is technologically advanced enough to inspire a higher level of expectations of our children's futures; it will provide the jobs and taxes to fund the education needed to realize the expectations; and the owners exemplify the highest possible standards of technical competence and moral corporate citizenship.

We need the project; our nation needs implementation of the technology; and we need your help in expediting any remaining investigation and other steps to complete the licensing process. Please help us.
