l Dr. Shirley Ann Jackson, Chairperson l Nuclear Regulatory Commission l Washington, DC 20555-0001 April 17,1997 ~

Dear Dr. Jackson:

i Please stop Louisiana Energy Services (LES) from constructing and operating a uranium enrichment facility between the low income and African American communities of Forest Grove and Center Springs, Louisiana.

The Nuclear Regulatory Commission's Licensing Boardjust recently nited that:

(1) LES has not demonstrated any genuine need for the facility; (2) the cons artium is not financially qualified to e >nstruct and operate the proposed plant; and (3) LES failed to set aside sufficient funds to dispose of the estimated 100,000 tons of toxie .

radioactive waste.

We want environmentaljustice! Uphold and support the decisions of the NRC's Licensing Board and refuse to license the LES uranium enrichment facility. Your help with this matter is critical to breaking America's shameful pattern oflocating polluting facilitt:s in our low-income neighborhoods and communities of color.

Sincerely, y ~./h /b
