HAYNESVILLE HOUSING AUTHCRITY P. O.

t Mr" 23, 1997 Ms. Shirley Jackson Nuclear Regulatory Comm.

Washington, DC 20555

Dear Ms. Jackson,

I hope you will allow me a few minutes of your precious time to express to you my concern for the Uranium Enrich. rent Plant that is proposed for Claiborne Parish.

I am the Director of Public Housing here in Haynesville.

We have 120 units and about 350 tenants live in this Authority.

Most of theFe tenants are on welfare or some type of Public Assistance.

I see poverty every day.

Young men and women trapped in this condition.

Many, if not all, are lorking for work so that they can break this cycle of poverty.

They want to be able to send their children to school, buy a home, become productive citizens

)

and live decent lives as any other American lives.

Many of us as Black Americans, still allow some people to make us afraid of everything, especilly if it is good for us.

Some of us allow ourselves to be afraid of this plant that does not exist, yet, we gladly allow our communities to become infested with drugs, alcohol, prostitution and drive-by shootings.

When people are employed, achievement goes up and crime goes down.

Many of our citizens will be able to buy home and educate their children.

I was among the group that visited the plants in Germany.

I was impressed with the cleanliness of the plants and the l

safety.

l In Holland, the plant was not-far from one of the largest dairy processing plants.

Dairy farming and fishing is the way of life for the people of Holland.
