Dear Mr. Stolz:
In our letter dated December 10, 1985 (Serial No. 1210), the Toledo Edison Company committed to submit for your review and approval Revision 1 of the Davis-Besse Nuclear Power Station Unit No. 1 Appendix R Compliance Assessment Report (CAR). As discussed with Mr. A. DeAgazio on March 24, 1986, although the CAR was essentially completed as committed to, Toledo Edison mrtagement has commissioned additional reviews for completion prior to submitting the CAR. These reviews consist of several internal reviews as well as an independent external review of the CAR. The objectives of these reviews are to ensure that the commitments identified in the two-volume CAR are accurate, clearly defined, adequately planned, and that statements made within the CAR accurately reflect plant and analysis conditions.
Toledo Edison is committed to ensuring adequate action is implemented to address the Appendix R issues as well as those actions necessary to upgrade the Fire Protection Program. As such, the additional reviews which are currently underway will provide Toledo Edison with further assurance that the CAR has been adequately prepared and reviewed. Toledo Edison will complete these reviews for Revision 1 of the CAR and submit the document to your office prior to May 6, 1986.
