BACKGROUND My concerns are with the safety of citi9en: (including itv relativec ani friende) residing in the aroa vulnerahle to a radioactive contanination fron the Zion Station. Upon learning about fraudulent Zion tests which had tb ne repeated to assure comliance of the leak level with the legal limits, and with the intent to perform an independent review of the Zion tests, I exanined the materials submitted to me by the CAMP of Chicago. The prenent leak rate testing rnetho.iology allows to " determine" any lea'< rat 7 value f ro n any set of the raw data. Thin has been proven beyond any reasonable clou'ot analytically, by worked exannlen and on actual data (Zion, Unit 1). Fraudulent Zion, Unit 1, tests have been officially founr1 deficient.

An independent review of the nost recent test is of a special concern of the Chicago area citizens. It is, therefore, in the best interests of the people of the USA that the subject information be made public and that no fee be charged for its release.

I shall expect to hear fron you within ten (10) working days as provided by law.

This is to acknowledge receipt and consideration of your January 9,1985 letter directed to me. The content of your letter has been reviewed by the NRC staff with the following comments, which I am passing on to you.

1 The technical material in your letter has previously been presented by you to the NRC staff in various forms, including written and oral presentations. The staff has had continued dialogue with you on issues related to containment leak rate testing extending over many years, which has included extensive correspondence on the subject. The technical issues raised in your most recent letter have all received NRC staff consideration.

Although your specific reference to the software used in the 1984 Zion containment integrated leak rate test is new, the underlying subject is again that of proper use of weight coefficient.s, .which has been prev.iously,_

raised by you and considered by the staff,.[In any event, the NRC staff l has again reviewed a representative sample 1984 Zion te

, calculation and is satisfied with the resu lts, based on current practice.

Since the review of prior correspondence reveals that no new technical issues have been raised by your January 9,1985 letter, the letter provides

! an insufficient basis for emergency relief on the part of the NRC.

As noted in my letter to you of October 30, 1984, your comments will be considered in the preparation of the regulatory guide addressing ANSI /ANS 56.8-1091. We will follow our normal procedures with regard to
