Dear Mr. Ross:

I am responding to your Petition of January 15, 1995, which you submitted as a supplement to your letter of October 28, 1994, to James M. Taylor, Executive Director for Operations at the Nuclear Regulatory Commission (NRC). On February 8 and 20, 1995, you submitted letters with attachments to further supplement your Petition. On October 14, 1995, you submitted an additional Petition in accordance with Section 2.206 of Title 10 of the Code of Federal Reaulations (10 CFR 2.206). By letter dated November 24, 1995, the NRC informed you that the October 14, 1995, letter would be considered as a supplement to the January 15, 1995, Petition.

Your request was referred to the Office of Nuclear Reactor Regulation in accordance with 10 CFR 2.206.

In your Petition, you request that " accelerated enforcement action" be taken against Northeast Utilities for violations at the Millstone Nuclear Power Station involving procedure compliance, work control, and tagging control. As a basis for your request, you assert violations in these areas have increased significantly, and that many of these violations have never been assigned a severity level.

Further, you assert that when these violations are considered collectively, escalated enforcement action is warranted because of the repetitive nature of the violations.

For the reasons explained in the enclosed Director's Decision, your Petition has been granted, in part.

In other respects, the Petition has been denied.

A copy of the Decision will be filed with the Secretary of the Coaaission for the Commission to review in accordance with 10 CFR 2.206(c). As provided for by this regulation, the Decision will constitute the final action of the Commission 25 days after its issuance unless the Commission, on its own motion, institutes a review of the Decision within that time.

I have also enclosed a copy of the notice of " Issuance of Director's Decision Under 10 CFR l

2.206," which contains the complete text of DD-97-11 This notice is being l

filed with the Office of the Federal Register for publication.
