Dear Mr. Chairman:

The NRC/ FEMA joint quarterly status report on emergency preparedness for nuclear -

power plants is enclosed. The report, our 26th, covers the period from October 1 to December 31, 1985.

The report includes the latest schedules that our two agencies have discussed.

Our staffs will continue to work together to resolve any problems involving schedules.

In the Shoreham case, the Commission is unable to realistically forecast the licensing schedule because of the emergency preparedness issues.

In the Seabrook case, offsite emergency preparedness issues have the potential to delay the licensing schedule; however, the length of any such delay cannot be estimated at this time.

Minor revisions, as noted in Table 1, have occurred in other operating license review schedule dates since our last report to Congress, but none of these revi-sions are projected to result in any delays in the licensing process.

Both agencies are in communication regarding the possible impacts on the schedules in this report as a result cf FEMA budget reductions.
