Dear Mr. Beedle:
1 I rm responding to your letter of May 7,1997, in which you discussed the fo mation of a Nuclear Energy Institute (NEI) Dasign Bases Task Force. You stated that the mission of the task force is to provide recommendations that j further assure that design bases information is consistently identified and maintained by licensees. You also stated that you believe that benefit could be gained from revising NUMARC 90-12, " Design Basis Program Guidelines," to include additional clarifying examples.
In its staff requirements memorandum of May 20, 1997, on SECY-97-036,
" Millstone Lessons Learned Report, Part 2: Policy Issues," the Commission directed the staff to continue to implement several actions that have the common goal of assuring that licensees understand and comply with their design bases. The staff intends to evaluate areas in which additional guidance is necessary and to publish guidance on design bases and supporting design information. The staff is willing to meet with NEI to discuss the need for guidance to ensure consistent interpretation of the term " design bases" as defined in 10 CFR 50.2. The NRC staff's contact for design bases issues is David Matthews who can be reached at (301) 415-1282.

Dear Mr. Colline:
In January 1997, following intra-industry interactions on the preparation of the response to the NRC 10 CFR 50.54(f) request for information on the adequacy and availability of l design bases information, NEI formed the Design Bases Task Force. The task force mission is to provide recommendations that further assure that design bases information is consistently identified and maintained by licensees.
l l The task force discussed NUMARC 90-12, Design Basis Program Guidelines, and NUREG 1397, Assessment of Design Control Practices and Design Reconstitution Programs in the Nuclear PowerIndustry. The task force believes NUMARC 90-12 continues to provide appropriate guidance, yet believu benefit could be gained from clarifications in the form of additional examples. NUMARC 90-12 will be revised to incorporate these clarifications.
In view of the importance of design bases activities, there would be benefit from an NEI-NRC staffinteraction to ensure consistent interpretation of the term " design bases,"
as defined in 10 CFR 50.2. The industry point of contact for design bases issues is Tony Pietrangelo ((202) 739-8081). Please advise us of the appropriate NRC staff member for r this interaction.
