Millstone Nuclear Power Station, Unit No. 3 Reporting of PotentialSignificant Deficiencies in Design and Construction:
General Electric S AM Timing Relays (SD-65)
In a November 15,1984 telephone conversation between your Mr. T. Rebelowski and our Mr. R. E. Lefebvre, Northeast Nuclear Energy Company (NNECO) reported a potential significant deficiency in the construction of Millstone Unit No. 3 as required by 10CFR50.55(e).
The potential significant deficiency involves SAM timing relays supplied by General Electric (GE). GE notified us that there is a potential for SAM 11,13,15 and certain SAM 99 relays to operate in less time than the set time delay. Some of these relays are used in safety-related equipment.
We are in the process of evaluating the scope of this potential significant deficiency and determining the relays and equipment involved. We are not able to provide you with a final report at this time and will provide you with an update on this matter by February 19,1985.
