B.4 CONSIDERATION AND OBLIGATION (a) The total estimated amount of this contract (ceiling) for the products / services ordered. delivered and accepted under this contract is $511.066.82. The Contracting Officer may unilaterally increase this amount as necessary for work to be placed with the Contractor during the contract period.

(b) The amount presently obligated with respect to this contract is

$485.961.99. The Contracting Officer may issue orders for work up to the amount presently obligatea. This obligated amount may be unilaterally increased from time to time by the Contracting Officer by written modification to this contract. The obligated amount shall, at no time. exceed the contract ceiling as specified in paragraph "a" above. When and if the amount (s) paid and payable to the Contractor hereunder shall equal the obligated amount. the Contractor shall not be obligated to continue l performance of the work unless and until the Contracting Officer i shall increase the amount obligated with respect to this contract. i Any work undertaken by the Contractor in excess of the obligated amount specified above is done so at the Contractor's sole risk. ,

4.8 TASK 8 MICROCOMPUTER USER SUPPORT SERVICES 4.8.

1.0 BACKGROUND

The Resource Management Branch (RMB) of the Division of Resource Management and Administration. of the United States Nuclear Regulatory Commission (NRC).

Region IV (RIV). Arlington. TX. is responsible for providing technical assistance to regional personnel experiencing problems witn their office '

microcomputer hardware and the installed soft'.zare. The RMB also supports 'he operation and use of a regional office Local Area Network (LAN) in Arlington.

Texas. a field of fice in Walnut Creek. California. and fourteen remote user-sites in ten states. All LANS connect via Wide Area Network (WAN) or a dial-in

An unexpected growth in LAN management workload prevents RMB staff from

, providing consistent timely support to microcomputer users through the NRC RIV Help Desk. Users are not trained in troubleshooting microcomputer hardware and software problems, and no other organization is staffed to support such requirements. Therefore, the RMB must rely on a private sector contractor for periodic Microcomputer support services.

4.8.2.0 OBJECTIVE The Contractor shall perform Microcomputer support services for the NRC's Region IV office in Arlington. Texas on a weekly on-call basis. The Contractor shall provide these services to augment NRC RIV Microcomputer support personnel during periods when scheduled projects and others will affect RMB response time to user requests for microcomputer support.

4.8.

3.0 DESCRIPTION

OF WORK NRC Microcomputer support services require interpersonal skills and a depth of knowledge in microcomputer software interactions with hardware configured to operate in a LAN environment. The ability to respond to urgent assignments and complete them with high quality results. while accomplishing such tasks within stringent time frames is essential. The contractor shall furnish Microcomputer user support services that address a users need in DOS.

Microsoft Windows 3.1 and Windows 95, Novell GroupWise 4.1, Wordperfect 5.1 and Corel Office Suite. The supplied services all relate to successful completion of the assigned functions and mission of the Nuclear Regulatory Coman ssion. NRC RIV requires support service in the following areas:

4.8.3.1 Microcomouter Suncort 4.8.3.1.1 delivery, setup. configuration of equipment / software:

4.8.4.0 TECHNICAL REQUIREMENTS The services provided shall support the current and future microcomputer hardware / software used by the NRC RIV staff. The contractor shall furnish an experienced and fully trained person to work the NRC RIV Microcomputer supoort Help Desk on a weekly on-call basis.

4.8.4.1 Microcomputer Suocort 4.8.4.1.1 Hardware and Software Support The contractor shall provide the necessary hardware and software support to the NRC Project Officer or designee on all deliveries. This support shall include:

inspecting. monitoring. Jerforming acceptance testing. and ,

recommending the accepta]ility of delivery, setup, and configuration of hardware and software delivered to the NRC's Region IV office in Arlington. Texas. Support will be provided, by phone and data communications. to one field office in Walnut Creek. California. and fourteen remote user-sites in ten states -

London. Arkansas: Steedman. Missouri: Glen Rose. Texas: Avila Beach. California: Fort Calhoun. Nebraska: Port Gibson.

Mississippi: Buckeye. Arizona: Richland. Washington; and Burlington. Kansas. Travel to remote sites is not required. The Contractor shall provide Hardware and software support for, but is i not limited to the following: I 1

means established by the Technical Monitor for this purpose. l 4.8.4.1.4 Limited instruction with the user on the oroblem resolved with either hardware oroblem. or software anolication The contractor shall explain in lay terms the nature of the user's problem. how the user's problem was corrected, and suggest what the user can do to avoid a repetition of the problem when the problem was user induced.

4.8.4.1.5 Analysis and solution of user LAN oroblems Upon the Contractor's determination that a user's problem is LAN related. and not a

function of the user's equipment nor the user's software the contractor shall refer the problem to the RIV LAN Administrator

problem is either software or hardware related. and if the problem

The interaction between the contractor and the user shall at all times be conducted in a friendly and professional manner, and the user's problem resolved expeditiously as possible.

4.8.4.1.8 General maintenance reauirements (a) The contractor shall document all trouble calls and the substitution of equipment. All such documentation shall be  !

monitored for trend analysis. NRC forms and methods shall be '

used to document maintenance calls handled and maintenance 1 actions taken.

(b) The contractor shall provide labor, and shall keep hardware '

and sof tware performing to manufacturers' specifications.  !

The contractor may be directed to install components that i the NRC will furnish.  ;

l (c) The contractor shall be responsible for maintaining all microcomputer hardware and software (See list in section ,

4.8.4.1.1). Hardware maintenance or repair may involve l removal and replacement of defective parts. The i removal / replacement process shall consist of board level I replacement. and does not include de-solder / solder or other  !

replacement of component-level items. Hardware maintenance '

shall also include moving. setting up and checking out equipment.

(d) The contractor shall be responsible for developing any appropriate maintenance request forms and procedures as directed by NRC. l (e) Software maintenance shall include continued maintenance of t local user software in place on the start date of the contract.

(f) As directed by the NRC Project Officer. the Contractor shall l maintain an awareness of new and emerging software, evaluate l the new and emerging software capabilities and make l

recommendation. when appropriate. on upgrades for all local user related software.

NRC-31-92-241 SBA No. 6-92-2-1042 Modification No.15 Page 8 of 11 4.8.5.0 REQUEST FOR SERVICES The contractor shall respond to requests for services from NRC request forms, memos, and telephone requests from the NRC Project Officer that will be followed-up by a written request for services. Some examples of these are:

equipment moves, access to new applications et al.

4.8.6.0 PROBLEM RESOLUTION AND TRACKING The contractor shall resolve and track problems reported by end-users. The status of all open problems shall be tracked and reported to the NRC Technical Monitor weekly with plans for resolution.

4.8.7.0 QUALIFICATIONS OF CONTRACTOR PERSONNEL a.8.7.1 Definitions (a) General Experience General experience is experience gained through a responsible position that directly or indirectly related to microcomputer systems and software functioning in a LAN environment. 1 Undergraduate study in a related field at an accredited college or '

university may be substituted for general experience. The formula to be applied is one academic year equal six (6) months of general experience. A maximum of four years of undergraduate study may be substituted for up to two (2) years of general experience.  ;

(b) Specialized Experience.

Specialized experience is recent work with microcomputers and software functioning in a LAN environment. Each academic year of graduate study in a job-related discipline may be substituted for applicable specialized ex3erience based on the following formula:

one (1) year graduate wort equals one (1) year specialized experience; nct to exceed two (2) years total.

4.8.7.2 Quali fications The qualifications for the Microcomputer support personnel are as follows:

(5) college degree in a discipline related to job responsibilities. l 4.8.8,0 LEVEL OF EFFORT The contractor shall supply the services of a qualified Systems Engineer / Analyst PC and Network Support (Level II) person to work an estimated 600-hours

  • on the NRC RIV Microcomputer support project. These services will be supplied on a weekly on-call basis. and wher, the NRC Project Officer or designee notifies the contractor work for a designated time to begin. The NRC Project Officer or desginee will follow-up all request for on-call service in writing within 5 working days after the verbal notification to the Contractor. The person selected to supply these services shall be available to start a forty (40) hour work week following two (2) business days notice to the contractor.

NRC-31-92-241 SBA No. 6-92-2-1042 Modification No.15 Page 10 of 11 4.8.9.0 HOURS OF WORK The contractor personnel shall work eight (8) hour.s a day. Work will begin at 7:30 a.m. and end at 4:15 p.m. with forty-five (45) unpaid minutes for a lunch break. These hours coincide with the NRC Region IV's core business hours, and any changes to the hours of work shall be approved by the NRC Project Officer.

4.8.10.0 SECURITY AND CERTIFICATION OF PERSONNEL The NRC requires that all contractor personnel undergo background investigations and receive clearances from the NRC Division of Security and Of fice of Personnel Management (OPM). Such clearances require United States cit 1zenship. Contractor personriel will be issued identification badges and will be expected to follow NRC standards of behavior and other rules. Failure to observe these rules and standards will result in removal and possible contract cancellation. The contractor must certify the qualifications of its employees before employment and remove any who fail to meet normal requirements. The government will not be responsible for illegal and/or irrational behavior of contractor personnel (See subsection H.7 NRCAR 2052.204-70 SECURITY (SEP 1993) and H.8 SECURITY REQUIREMENTS FOR AUTOMATED DATA PROCESSING SERVICES (FEB 1995) - Modification No. 8).

4.8.11.0 DOCUMENTATION OF WORK As a minimum, the contractor shall maintain a complete and accurate log of each trouble call. This log will contain time records showing the callers name, date and time of the trouble call. the nature of the trouble, when work on the trouble began and ended. and means to resolve the trouble. The contractor will use the RIV help desk tracking system to document completion of trouble calls.

4.8.12.0 GOVERNMENT FURNISHED HARDWARE AND SOFTWARE RESOURCES The contractor will work in an area that affords access to (1) microcomputers configured with user applications software for trouble shooting user problems by telephone. (2) copies of diagnostic software for troublesnooting user problems. and (3) tools for hardware installs and maintenance.

4.8.13.0 PLACE OF PERFORMANCE The Contractor shall perform the Microcomputer user support services at the NRC Region IV Office. 611 Ryan Plaza Drive. Suite 400. Arlington. Texas 76011 8064.

Modification No. 15 l Page 11 of 11 4.8.14.0 DELIVERABLES l The contractor shall submit a monthly progress report of Microcomputer user support service activities within five (5) calendar days after month end.

These monthly reports may be in a letter type format and modified as required, with NRC - Contractor agreement. The report will include: l (a) Microcomputer actions and user problems I (b) Microcomputer difficulties (c) Project status (hours expended / hours remaining).

4.8.15.0 DISTRIBUTION OF THE REPORT The following shall receive a copy of the report:
