Pursuant to 10CFR 50.90, ' Northeast - Nuclear ' Energy Company (NNECO).' hereby -

proposes to amend Operating License NPF-49 by incorporating the attached proposed change into the Millstone. Unit No. 3 Technical Specification 3.4.9.3.

Description of Proposed 'Chan'ae

-Technical Specification 3.4.9.3'a requires two relief valves be operable to protect the -

Reactor Coolant System (RCS) from overpressurization when any RCS cold leg is less than 350 degrees F. The proposed change to the specification is to revise the setpoint of the residual heat removal suction relief valves.

State Notification In accordance with 10CFR 50.91(b), we are providing the State of Connecticut with a copy of this proposed amendment request to ensure their awareness of this request.
