Dear Mr. Noonan:

Millstone Nuclear Power Station, Unit No. 3 Response to License Condition 9 In Reference (1), Northeast Nuclear Energy Company (NNECO) was granted an operating license for Millstone Unit No. 3.

In License Condition 9 NNECO was required to justify prior to completion of the start-up test program, the applicability of the Westinghouse LOFTRAN methodology described in WCAP-SS22-P-52 to the Model F steam generator. provides a justification for application of the Westinghouse LOFTRAN methodology, which is based on a Model 51 steam generator, to a Model F steam generator.

We believe that this information should satisfy the requirements of License Condition 9.

We remain available to discuss this issue with the Staff as necessary.

Mass and Energy Release Analysis (Section 6.2.1.4, SER, SSER 2, SSER 4)

Prior to completion of the start-up test program, NNECO shall justify the applicability of the Westinghouse LOFTRAN methodology to the Model F steam generator as contained in Topical Report WCAP-8822-P-S2 " Mass and Energy Releases following a Steamline Rupture."

Response

The results of superheat sensitivity analyses presented in WCAP-8822 Supplement 2 show that the addition of superheat has negligible impact on containment pressure and temperature for dry and subatmospheric containment designs. This result is due primarily to the following characteristics:

a)

Containment peak pressure and peak temperature are predominately affected by the total mass and energy release to the containment, and b)

The addition of superheat has no impact on steamline break mass releases and minimal impact on energy releases.

The characteristics above are independent of the steam generator type. Therefore, the results and conclusions of WCAP-8822-S2 are applicable to the Millstone Unit No. 3 Model F steam generators even though a Model 51 steam generator was utilized in the evaluation model for WCAP-8822-S2.

Therefore, the Westinghouse LOFTRAN methodology and the results presented in WCAP-8822 Supplement 2 are applicable to Millstone Unit No. 3.
