'Ne have reviewed the draf t Transitional Facility Attachment enclosed in your letter of February 27, 1986, as well as earlier correspondence on this' subject.
s The text of the draf t Transitional Facility Attachment is almost identical to the copy we received in Ref. (3) and responded to in Ref. (4).
We bove no amending corrections to the text.
We are very pleased to see the change in inventory frequency from semi-annually to annually.
In line with the cliange in inventory frequency, we request that the U.S.
negotiate on increase in the time allowed (Code 6.3.3) between the taking of the physical inventory and the dispatch of the Physical Inventory Listing and the Material Bolonie Report. We believe that a dispatch time limit 60 days is more appropriate for on annual inventory of low enriched i
uranium than the current limit of 30 days.
Such a change in the Facility Artechment should be accompanied by a corresponding revision to 10 CFR 75.35(b) in order for the time extension to be meaningful.

' Willard B. Brom tkrch 4, 1986 Page 2 We have previously. reviewed our Facility Attachment from the standpoint of information which we request be withheld from public disclosure.
That review was in response to a request from T. S. Sherr (Ref. (I)). As we noted in our response to that request (Ref. (2)), we asked that the values. for nominal throughput be deleted.
An alternative to deleting the throughput quantities on the copy to be placed in the Public Document Room, would be to replace the term throughput with the term plant capacity. The throughput for any specific time frame is business sensitive and would not be disclosed to the public whereas nominal plant capacity has been disclosed.
