As requested by your transmittal dated March 17,1997, this letter provides information on the subject of the Farley Nuclear Plant (FNP) Concerns Program.
In the cover letter of NRC Inspection Report 97 01, the NRC stated the following:
"We also call your attention to the discussion contained in the enclosed report regarding the Concerns Program at Farley. Following the last Unit 2 refueling outage, a number of contractors expressed certain concerns in writing that were not processed according to your Concerns Program. Since we are concerned that all employee concerns are resolved promptly and effectively, please provide us with a written response within 30 days of this letter explaining why your program failed to process written employee concerns and what corrective actions you plan to take."
The policy of the Southern Nuclear Operating Company (SNC) is to encourage employees of SNC and its contractors to communicate concerns to : heir supervisors at any time without fear of penalty or retaliation.
When concerns cannot be resolved through traditional channels, employees of SNC and its contractors are encouraged to pursue these matters through Southern Nuclear's Concerns Program. SNC executive management has the responsibility to respond to reported concems promptly and completely.
SNC diligently promotes a safety-conscious environment where employees are encouraged to raise concerns. Concerns must be promptly reviewed, given the proper priority based on their potential safety significance, and appropriately resolved with timely feedback to employees. The Concerns Program is very important and makes a valuable contribution toward achieving these goals. SNC is conunitted to implementing this program as effectively as possible. The following is a discussion of the concern raised by the NRC and the action SNC is taking in response.

- Following the last Unit 2 refueling outage, a number of contractors expressed concerns in writing that were i
' not processed in a timely manner as required by the Concerns Program. The reason for this deficiency was
. personnel error in that the contractor site manager failed to forward the written concerns to the FNP Concerns Ccordinator. The individual was aware that the forms were to be forwarded to the Concerns Coordinator, but had set them aside and not followed-up due to other priorities. This deficiency is not indicative of a significant breakdown in the Concerns Program. However, this occurrence clearly did not l
i meet SNC management expectations for prompt response to all employee concerns. The contract j
individual responsible for forwarding the forms to the Concerns Coordinator was reminded of the i
responsibility to ensure forms with written concerns are forwarded to the Concerns Coordinator.
j In response to this occurrence, the forms were forwarded to the Concerns Coordinator for investigation and resolution. The concerns are in the process of being investigated and resolved.' have not been forwarded to the Concerns Coordinator.
a As a result of the NRC bringing these items to our attention, a broadness review of our Concerns Program was performed. Several similar discrepancies in performance relating to the Concerns Program were identified and are being corrected.
