Indian Point Radiation Protection Oversight Committee Report to the Vice President, Nuclear Power for October 1985 The Committee met at Indian Point on October 17, 1985. The major Committee activities included:

Discussions with: Murray Selman, Vice President, Nuclear Power Michael Miele, General Manager EH&S John Odendahl, Acting I & C Engineer Klaus Naku, I&C Supervisor Paul Madigan, NEM Supervisor Committee Findings and Recommendations:

The Committee reviewed the Radiological Controls Section of the NRC's Systematic Assessment of Licensee Per formance (SALP) Report No. 50-247/85-99. The Committee was surprised at the relatively negative rating given to the radiation protection program at Indian Point, in light of the dramatic improvements in the program the Committee has observed. The Committee agrees with the findings of the SALP Report that "the licensee has implemented and continues to demonstrate aggressive and thorough development of program elements, including procedures, personnel training, radiological audit and assessment, and ALARA".
The Committee is particularly concerned with the impact of the numerical rating on the morale of EH&S staff membcrc, who justifiably feel that sufficient resources have been provided by Con Edison and that the resources are in fact effectively used to maintain satisfactory per formance with respect to operational safety.

Information presented to the Committee appears to indicate that changes to an SAO (SAO-302) may have been implemented before completion of the 4
formal procedure change process. This may be indicative of a management attitude inconsistent with the upgrade program. The Committee wishes to emphasize the need fbe continued respect for and campliance with promulgated procedures until changes are formally adopted.
