COMMONWEALTil EDISON COMPANY SUPPLEMENTAL RESPONSE TO INSPECTION REPORT 456/84-07; 457/84-07 Item of Noncompliance D (456/84-07-06: 457/84-07-06)
The Reference (b) response to Item of Noncompliance D stated that the work of those inspectors certified by Napoleon prior to the issuance of Procedure #8 (approved on July 18, 1980) would be addressed as part of our Braidwood Quality Control Inspector Reinspection Program (OCIRP).
The OCIRP review of Napoleon has determined that acceptance inspections performed prior to July 1980 are non-recreatable.
The only final inspections performed by Napoleon were in the areas of reinforcing steel placement and post tensioning material installation.
Because these areas cannot be reviewed under QCIRP, a review of the educational background and training of each of the Napoleon Quality Control inspectors employed at Braidwood prior to July 1980 has been performed.
This review determined that the Napoleon Quality Control inspectors in question did have sufficient educational backgrounds and training to perform their assigned duties acceptably.
In addition, had the Napoleon certification procedure existed prior to July 1980, these inspectors would have met the requirements for certification.
