NRC INTEGRATED INSPECTION REPORT NO. 50-443/97-02 AND NOTICE

OF VIOLATION

Dear Mr. Feigenbaum:
.
On April 14,1997, the NRC completed an inspection at Seabrook Station. The enclosed
report presents the results of that inspection.
During the 7-week period covered by this inspection report, your conduct of activities was
generally characterized by safety-conscious operations and sound engineering efforts that
I
developed a sound temporary modification to maintain spent fuel pool cooling while
,
connections were being welded to the system to support installation of a third spent fuel
,
pool cooling pump. Additionally, maintenance personnel eventually performed repairs of a
charging system isolation valve air regulator in a well controlled manner - preparatory
aspects were weak.

Additionally, the security program was inspected during this period. The inspection
'
consisted of selective reviews of procedures and records, inspector observations, and
j
interviews with security personnel. Except for the noted violation, the inspectors
determined that you are implementing a security program that effectively protects public
health and safety,
,
Based on the results of this inspection, the NRC has determined that a violation of NRC
)
requirements occurred. The violation is cited in the enclosed Notice of Violation (Notice)
,
and involved the failure to control licensee designated vehicles properly. Additional
circumstances surrounding the violation are described in detail in the subject inspection
report.
You are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. The NRC will use your response, in part,
to determine whethur further enforcement action is necessary to ensure compliance with
regulatory requirements.
