206 480V Circuit Breakers In Reference 1, Comed was asked to provide details on the short-term and long-term corrective actions to be taken to ensure the continued satisfactory performance of the Westinghouse Model DS 206 480 Volt Circuit Breakers at Byron.

In Reference 2, we documented actions to be taken by Byron Station in response to failures of Westinghouse Model DS 206 480 Volt Circuit Breakers at Braidwood. The purpose of this supplement is to document corrections and changes to the planned actions as stated in the referenced letter.
The actions that are being corrected and changed are the long-term actions to re-furbish the critical DS 206 breakers at Byron. The quantity of thirty-two (32) critical breakers, as was stated, is in error. The actual number of critical DS 206 breakers l
is thirty (30).
l Westinghouse has re-furbished eighteen (18) of the critical breakers at their AQ&T facility in Pittsburgh, PA, and sixteen (16) have been re-installed at Byron. The receipt inspections of the 18 breakers, performed at Westinghouse by Comed personnel,

showed that the breakers were received by Westinghouse in good operating condition

and would have performed their intended function.

The remaining twelve (12) circuit breakers were planned for refurbishment at the Westinghouse repair facility in Lansing, Illinois.
However, due to quality program problems at this facility, Westinghouse issued a stop work order on April 23,1997.
A restart readiness review was conducted on May 14,1997, by Westinghouse. At this meeting, actions were reviewed and it was determined that work will not re-start prior to June 1,1997. Because of the stop work order at the Lansing facility and the work schedule at the Pittsburgh AQ&T facility, we will not have the 30 critical breaker refurbishment completed by June, as was previously stated.
l Byron Station personnel participated in the readiness review and has continued discussions with Westinghouse concerning completion of acceptable refurbishment l
activities. It has been determined that the remaining critical breaker refurbishment would be completed by September 1,1997.
