i NRC-NEI Meeting on 10 CFR 50.59 Interim Guidance April 28, 1997 Draft Agenda Opening comments (NRC)

Objectives:

1.

Achieve common understanding among licensees and NRC staff on approach to implementation topics while Commission deliberations and public comment are underway.

2.

Clearly identify where existing industry guidance differs from NRC requirements.

3.

Understand potential industry guidance changes.

4.

Discuss M",C plans for interim guidance Discuss current status of NRC guidance (Commission direction, ACRS advice, public comment request, direction to regions)

Set " boundaries" for discussion j

NEI Presentation Areas where staff positions documented.in SECY-97-035 differ from NEI 96-07 and point papers Areas for which NEI believes interim guidance is necessary (or desirable)

Proposed course of action with respect to NEI 96-07

- Changes that are being considered

- Industry willingness to adopt guidance uniformly NRC Discussion Planned activities on interim guidance (scope and schedule)

Specific guidance topics

- Areas where NEI 96-07 changes would be needed (or NRC comments)
