On March 27,1997, the NRC completed an inspection at your Duane Arnold Energy
Center. The enclosed report presents the results of that inspection.
!
Your chemistry controls were effective in maintaining excellent water quality, and your
commitment to advanced technologies for reactor protection from intergranular stress
corrosion cracking was considered a strength. However, an inadequate evaluation of
radiological hazards resulted in two workers unknowingly performing work activities in a
high radiation area. Unclear radiation protection expectations were also apparent during
the work evolution, resulting in the workers entering a contaminated area on the incorrect
i
radiation work permit, and failing to sign off of the radiation work permit when exiting the
radiologically restricted area. Two violations occurred during this evolution; however, they
were self-revealing and corrective actions were promptly taken. Therefore, the violations
were not cited. The number of problems identified during your review and subsequently
verified by our inspection indicates areas for improvement exist within your radiation
protection program.
In accordance with 10 CFR 2.790 of the Commissions regulations, a copy of this letter
and the enclosures will be placed in the NRC Public Document Room.
