SUBJECT:
PROMULGATION OF RECOMMENDATION - OIA INQ 85-15 I am in receipt of your September 16, 1985, memorandum regarding the recommen-dation in our Memorandum Report (INQ 85-15) dated September 6,1985. Your attention to this matter is appreciated.
With regard to your initial comments concerning our recommendation, it 'is my understanding based on discussion with my staff that the response to the recommendation in our report will be forthcoming from the Executive Director for Operations. Furthermore, you have suggested that we consider the need for i
revising NRC Manual Chapter (MC) 0702 and providing guidance to the NRC staff .
regarding the notification of the Office of Inspector and Auditor (0IA) in matters involving potential misconduct.
At this time, the need for revision of MC 0702 does not appear to be warranted because of an isolated incident in Region II. Generally, 0IA has been properly notified by NRC staff of allegations involving potential misconduct. ,
Guidance, in the form of a memorandum to the NRC staff, concerning prompt notification of OIA would serve as a reminder of the requirements of MC 0702.
We would be pleased to discuss with you any proposed memorandum on this subject.
