the Peach Bottom Atomic Power Station, Delta, Pennsylvania. The purpose of the

inspection was to determine whether activities authorized by the licensee were conducted
~ .

safely,.in accordance with NaC requirements. At the conclusion of the inspection, Mr. W.
j
i
L. Schmidt discussed the findings with Mr. G. Edwards of your staff. The inspectors based
j
these findings on independent observation of activities, interviews, and document reviews.

PECO Nuclear operated both units well and responded well to equipment and plant
.
!
problems. Operators performed well, however, in one isolated case an operator incorrectly.

inserted a control rod causing a mispositioning error. This was not significant,- but
j
~
' attention to detail needs to be stressed. Maintenance and surveillance testing continued to .
"
bo performed well. The maintenance rule implementation for equipment failures was '
i
'
effective, but had some minor areas that need to be addressed. Your staff properly
identified the feed water temperature instrument calibration issue and its effect on core
power. The inspectors opened an unresolved item to allow further investigation into how
improperly calibrated test equipment and a lack of knowledge on feed water temperature
'
effects caused this issue. The need for continued focus on the depth of troubleshooting
l
and the effectiveness of correcting issues after an initial problem was identified following
J
several repeat issues on the Unit 3 high pressure coolant injection system and the E-1
emergency diesel generator. These issues while not affecting system operability when
identified, caused increas&d system out of service times to allow for corrective
. rnaintenance.
Engineering performed wellin response to plant issues. The organization showed
continued improvement in support of the facility and controlling of station modifications.

However,' the unresolved item documented during the previous inspection remains open
because the excessive vibration found in the HPCI steam line has not been fully resolved.
.
Radiation protection program implementation was good. Howeveri several areas of weak
performance were discussed with the radiation protection manager and bare further
management attention. Your staff responded well to the increase in reactor coolant

conductivity, possibly due to control rod boron leaching, following a power reduction. An
unresolved item was opened to monitor the effects on core shutdown margin due to this

suspected teaching of boron. Your staff also properly identified an isolated unlocked high
radiation door and took appropriate corrective actions.
