75 (RELOCATION CENTERS FOR THE PUBLIC)

Purpose The purpose of this testimony is to supplement testimony filed.on March 2, 1984 by LILCO.cn Contentions 24.0, 74, and-75

based upon more recent information from- the Suffolk County Chapter of the American Red Cross regarding relocation centers for Shoreham. Revision 3 of the LILCO Plan relies upon BOCES Occupational Center Complex in Islip, Suffolk County. Community

. College,-and SUNY-Stonybrook as primary relocation. centers,-.an'd SUNY-Farmingdale and St. Joseph's in Patchogue as secondary re-location centers. The Red Cross has informed LILCO that Suffolk County Community College land SUNY-Stonybrook will_not be used as relocation centers in the event of an_ emergency at

'Shoreham, and that Dowling College in Oakdale will.be used.

Oakdale as r(location centers, providing shelter for 17,000 people. If it becomes necessary to open relocation centers in addition to those four, the Red Cross will send people from these centers to other shelters within the area; the Red Cross

estimates that an additional 20,000 people could be accommo-dated in shelters in the western portion of Suffolk County.

The Red Cross has agreements with the owners of the four named centers and numerous other buildings, allowing the Red Cross to 1 use those buildings as relocation centers.

Information regarding the capacity of and facilities available at BOCES, SUNY-Farmingdale, and St. Joseph's is

contained in LILCO's previously filed testimony-on relocation centers, and remains. unchanged. Dowling. College in'Oakdale has

[ a capacity of 1,500 people.' It contains a complete dormitory with beds, showers, toilet facilities, and a cafeteria.

! The LILCO Plan, procedures, and public information bro'-

chure will be modified (1) to remove references to SUNY-Stonybrook and Suffolk County Community College, (2) to desig-nate SUNY-Farmingdale and St. Joseph's in Patchogue as primary rather than secondary relocation centers, (3) to add Dowling College in Oakdale as a secondary relocation center, and.(4) to explain that additional secondary centers in the area will'be opened by-the Red Cross if needed to accommodate people who need shelter during an emergency. In' addition, LILCO will con-tinue its understandin'g with the Nassau County-Chapter of the American Red Cross to use' facilities.in Nassau County as

y secondary relocation centers in the unlikely event that the centers provided in Suffolk County by the Red Cross become filled.

As a result.of these changes, Contention 24.0, in which the intervenors assert that Suffolk County Community College is not available as a relocation center and therefore that there does not exist sufficient relocation center capacity, should be withdrawn. As discussed in this testimony, LILCO no longer relies upon Suffolk County Community College in the LILCO Plan, and the intervenors' concerns regarding capacity are addressed in Contention 75.

As to contention 74, none of the facilities now relied upon in the LILCO Plan are within five miles of the EPZ bound-ary, and only one, St. Joseph's at Patchogue, is within ten miles of the EPZ boundary. The facilities at St.. Joseph's, which{ls six miles from the EPZ boundary, make it a good choice for a relocation center; County and State officials had previ-ously approved relocation centers only three to four miles from the EPZ boundary.

As to Contention 75, the total capacity of BOCES, SUNY-Farmingdale, St. Joseph's, and Dowling equals 17,000 people; an

.' additional 20,000 people could be sheltered at other facilities provided in Suffolk County by the Red Cross; and an additional

48,000 people could be sheltered in'Nassau County pursuant to l

the understanding between LILCO and the Nassau County Chapter l

4 provides relocation centers for about 85,000 people -- many more than would be expected to seek public shelter, given expe-riences in past emergencies.
