SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 111 TO FACILITY OPERATING LICENSE NO. DPR-50 METROPOLITAN EDISON COMPANY JERSEY CENTRAL POWER AND LIGHT COMPANY PENNSYLVANIA ELECTRIC COMPANY GPU NUCLEAR CORPORATION THREE MILE ISLAND NUCLEAR STATION, UNIT NC. 1 j
DOCKET NO. 50-289 INTRODUCTION By letter dated July 31, 1985, GPU Nuclear Corporation (the licensee) applied to modify Facility Operating License No. DPR-50 by incorporating a revision into the Three Mile Island Unit No. 1 Technical Specifications (TSs).
The revision proposes to update Table 3.18-1, " Fire Detection Instruments," to include detectors installed in support of exemptions from the requirements of 10 CFR 50, Appendix R.
Additionally, sequence numbering of instrument locations of Table 3.18-1 tras been changed as a result of these additions.
Also, an erratum administrative change to new Item 12 has been incorporated.
This erratum administrative change corrects a typographical error in naming the rooms in Zone 1 of Item 12 (i.e. changes "EF-P-24B Rooms" to "EF-P-2 A&B Rooms").
EVALUATION On July 1, 1982, GPUN submitted a Fire Hazards Analysis which included requests for exemptions to the requirements of 10 CFR 50, Appendix R. To support these exemptions, the licensee installed Fire Detection Instruments in three locations. The three smoke detection system locations are: above the false ceiling at the 306' Elevation of the Control Building; in the Auxiliary Building Elevation 281' hallway; and the Auxiliary Building Elevation 271' Heat Exchanger Vault. On June 4, 1984, the NRC issued a Safety Evaluation Report finding this acceptable. By this revision to the plant's TSs, the licensee proposes to add these additional Fire Detection Instruments to the plant's TSs.
We find that the inclusion of these detectors into the TSs will improve the overall fire protection of the areas protected by these detectors since the proposed TS imposes operability requirements to test the detectors involved and compensatory measures in the event some of the detectors are determined inoperable.
We find ths' the addition of the fire detection instruments into the TSs is in ccaformance witii the Standard Technical Specifications.
Further, the proposed TS change will not reduce margins of safety previously approved for TMI-1 and therefore is acceptable.

ENVIRONMENTAL CONSIDERATION This amendment involves a change in the installation or use of facility components located within the restricted area as defined in 10 CFR Part 20 and changes to the surveillance requirements. We have determined that the amendment involves no significant increase in the amounts, and no significant change in the types of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that this amendment involves no significant hazards consideration and there Ihas been no public comment on such finding. Accordingly, this amendment jmeetstheeligibilitycriteriaforcategoricalexclusionsetforthin10CFR 51.22(c)(9). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.
CONCLUSION We have concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
