SUBJECT: NOTICE OF V!OLATION
(NRC INSPECTION REPORT NOS. 50-321/97-04 AND 50-366/97-04)
Dear Mr. Sumner.
This refers to the inspection conducted on April 28 - May 2,1997, at the
E. l. Hatch facility. The purpose of the inspection was to determine whether activities
authorized by the licenn were conducted safely and in accordance with NRC requirements.
At the co.1clusion of the inspection, the findings were discussed with those members of your
staff identified in the enclosed report.
The areas examined during this inspection are identified in the report. Within these areas,
the inspection consisted of selected examinations of procedures and representative records,
interviews with personnel, and observation of activities in progress.
Based on the results of this inspection, the NRC has determined that a violation of NRC
requirements occurred. This violation is cited in the enclosed Notice of Violation (Notice) and
the circumstances surrounding it are described in detail in the subject inspection report.
You are required to respond to th.is igtter and shrT!d f&a the instructions specified in the
enclosed Notice when prarmrinn vom mWm. This NRC will use your response, in part, to
determine whether further enforcement action is necessary to ensure compliance with
regulatory requirements.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and
its enclosure will be placed in the NRC Public Document Room.
