LaSalle County Station April 16, 1986 Emergency Plan Exercise Withdrawal of Request to Exempt Grundy County from Participating in the Exercise NRC Dockets 50-373/374 Reference (a): January 29, 1986 G. Denton Dear Mr. Denton-i This lette is being submitted to provide some additional information to our letter of January 2 - 1986 requesting an exemption for Grundy County from full participation in the 1986 emergency preparedness exercise for LaSalle County Station.
Based upon discussion between the Comonwealth Edison Company (CECO) and Grundy County officials, it is our understanding that Grundy County participation in the LSCS Exercise will include testing the comunications capabilities among the State of Illinois, LaSalle County, Ceco and the Grundy County Sheriff's Department and the Grundy County Emergency Services and Disaster Agency (ESDA). This' will include the use of the j
Nuclear Accident Reporting System (NARS), completion of the NARS forms and simulated comunications with and activation of local officials and emergency personnel as appropriate for the different emergency action levels.
Additionally, Grundy County will conduct a partial activation of their Emergency Operations Center sufficient to support LaSalle County's efforts for this cxercise. This will include: the coordination of the simulated activation of the prompt notification system with LaSalle County, the simulated activation of the Emergency Broadcast System and the coordination of press releases with the Joint Public Information Center.
Further, the Grundy County ESDA Coordinator and a senior member of the Grundy County Shoriff's Department will be present in the Emergency Operations Center during the entire excecise to evaluate and simulate the implementation of protective action recomendations from the State and CECO.
Comonwealth Edison believe that the level of participation planned for Grundy 1
County meets the criteria for " partial participation" in emergency preparedness exercises as set forth in 10 CFR 50 Appendix E Section IV.F footnoto 5.
If this-interpretation is correct, Grundy County will be in conformance with 10 CFR 50 Appendix E paragraph F (d) and no exemption would be necessary. Please contact this office if you or your staff require any additional information on this matter.
