South Carolina Electric & Gas Company (SCE&G), acting for itself and as agent for South Carolina Public Service Authority, hereby requests an amendment to the Virgil C.
Summer Nuclear Station (VCSNS) Technical Specifications (TS). This request is being submitted pursuant to 10 CFR 50.90.
In an NRC letter from Mr. Stephen Dembek (NRC) to Mr. G. J. Taylor (SCE&G), dated January 3,1996, the NRC required the charging /HHSI pump cross-connect valves (XVG-8133A and XVG-8133B) to meet the recommendations of BTP ElCSB 18. In response to the NRC letter, SCE&G will perform modifications to XVG-8133A and XVG-8133B during the VCSNS tenth refueling outage to meet the recommendations of the BTP. This includes the attached Technical Specification change request (TSCR) to add XVG-8133A and XVG-81338 to Surveillance Requirement 4.5.2.a.
The attached TSCR also includes the addition of the charging mini-flow header isolation valve (XVG-8106) to Surveillance Requirement 4.5.2.a. This proposed change is an administrative change to meet the recommendations of BTP ElCSB 18 which requires the Technical Specifications include a list and the required positions of manually-controlled, electrically operated valves to which the requirements for removal of electrical power is applied in order to satisfy the single failure criterion. XVG-8106 already meets the other requirements of BTP-EICSB 18.
Surveillance Requirement 4.5.2.a will require XVG-8133A, XVG-81338, and XVG 8106 to be verified, in the open position with power to the valve operators removed, once per 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />.
