Dear Mr. Matthews:

I am sending this letter to express Nonhern States Power's intent to utilize Caldon's LEFM system along with their Topical Report as a basis to submit a licensing change to increase the reactor thermal power at our Prairie Island Nuclear Generating Plant.

As part of our thermal performance monitoring program at Prairie Island, we installed Caldon's LEFM chordal system in our Unit Two plant to accurately measure feedwater mass flow to verify the operation of our feedwater venturis. The results of this installation provided Prairie Island confidence that our existing feedwater venturis are not substantially fouled and are operating within their expected uncenainties.

Being a utility that places safety as our number one priority we would not even entertain a thermal power uprate, using the LEFM, if we did not believe that it increases or at least maintains operational safety. Having a thermal power monitoring system that is as accurate as the LEFM v ould provide an increase in safety b providing operators with highly reliable and accurate information on which to base decisions.

In my opinion the LEFM Thermal Power Uprate concept truly seems to be a win-win program. Increasing plant operation safety, while increasing reactor power performance for minimal costs is a program that deserves high priority in my book. I hope that you and your colleagues share my opinion while assigning a priority status to this project.
