Director, Division of Reactor Safety, Region III dated April 18, 1985 The referenced NRC Inspection Report identified an unresolved issue involving closure testing of normally closed check valves that perform a safety function in the closed position.
This issue was first identified by an NRC Region III Inspector in September 1983.
After discussion with Union Electric, Region III referred this issue to the Office of Nuclear Reactor Regulation (NRR) for the determination of the NRC staff position.
The NRR position, as documented in Reference 2 is that normally closed check valves, that have a safety function in the closed position, should have the closure function verified periodically throughout plant life.
Union Electric agrees that testing of such valves is appropriate.
Other than conturament isolation valves or pressure isolation valves (which are tested under other requirements),
normally closed check valves that perform a safety function in the closed position are tested periodically throughout the plant life as part of the Planned Maintenance Test Program.
This testing will verify the closure capability of the check valves.
The Planned Maintenance Test Program is available onsite for your inspection.
This position adequately addresses the concerns of the unresolved issue and therefore, Union Electric considers this issue closed.
