1.0 Backaround Uranium Mill sites under license after November 8,1978, are regulated under Title II of the Uranium Mill Tailings Radiation Control Act (UMTRCA), which amended the Atomic Energy Act.
The reclamation (closure) plans for these sites should meet the requirements of 10 CFR 40 Appendix A which are, in part, that reclamation of Uranium mill tailings sites be conducted in accordance with a plan which provides reasonable assurance of long-term stability and radon control, and does not rely on active maintenance.

EFN White Mesa Mill will submit a reclamation plan configuration and cover i
i design for its tailings impoundment.
After the reclamation plan is determined acceptable, the site license will be amended to incorporate the plan as a requirement.
2.0 Objective
)
The objective is to determine if EFN White Mesa Mill's proposed design provides reasonable assurance that the cell will meet the long-term stability l
and radon attenuation requirements.
CNWRA must first determine if enough information has been provided by the licensee, and if not, request what is needed. With adequate information, CNWRA will do a detailed evaluation to i
determine if the design meets the requirements.
If a design is considered inouequate, the licensee will be requested to provide additional information justifying its med al or data, or else revising the plan to meet the requirements of Part 40 Appendix A.
Once a design is acceptable, CNWRA will provide a written evaluation.
l 3.0 Technical Qualifications Reauired l
CNWRA will provide the services of a geotechnical engineer who has the capability to evaluate the long-term stability potential of earthen uranium mill tailings embankments and appropriate staff (e.g., health physicist) to evaluate the radon barrier design.
Familiarity with the Standard Review Plan, and Standard Format and Content guidance used by the Uranium Recovery Branch is required.
f 4.0 Level of Effort The estimated effort for the review in this task is 580 staff hours (.28 FTE) for the geotechnical engineering and health physics staff. This does not include time spent waiting for licensee responses or NRC and management j
reviews.

5,. 0 Comoletion Date Approximately 2-4 months will be required after initiation of the task to complete review and evaluation of the designs. Time to completion is dependent on the completeness of the licensee's submittal and the number of rounds of requests for additional information needed.
6.0 Scope of Work CNWRA staff will use appropriate sections of the Final Standard Review Plan for the Review of Remedial Action of Inactive Mill Tailings Sites and other current design guidance in addition to discussions with NRC staff, to:
- 1. Review and become familiar with NRC's procedures for evaluating long-term stability and radon barrier design.
2.
Evaluate the licensee's submittal, including, as necessary:
a.
static and pseudo-static stability of slopes b.
settlement evaluation c.
cover performance (radon attenuation) d.
relevant geotechnical data and construction specifications e.
constructability and durability of the cover layer (s); e.g., extent of cracking from drying and frost penetration and the effect on the radon attenuation ability of the barrier material (s)
- 3. Prepare a status report which addresses CNWRA's findings for the design (s), including whether or not the designs meet the standard, need to be justified or redesigned, or need supporting data (specify which data), and generate any commants requesting additional information needed.
- 4. Repeat steps 2-3 until the designs are acceptable.
- 5. Prepare a final Technical Evaluation Report (TER) documenting the review (similar to a model report to be provided by NRC staff) presenting the evaluation of each aspect of the design with a discussion of how it meets the criteria of 10 CFR Part 40, Appendix A.
The report should be provided as a hard copy and in diskette form compatible with the Wordperfect 5.1 processing system, 7.0 Meeting and Travel One meeting to be held at NRC's offices in Rockville, Maryland (if required),
as directed by the NRC Project Manager.
Additional travel to the site may be necessary to become familiar with site conditions, as appro' led by the Project Manager.

Technical instructions may be issued from time to time during the duration of this task.
Technical instructions shall not constitute new assignments of work or changes of such nature as to justify an adjustment in cost or period of performance.
Directions for changes in the scope of work, cost, or period of performance will be coordinated through the NMSS Project Manager.
