STATUS OF FUEL LOAD AND LOW POWER /
POWER ASCENSION TESTING HOPE CREEK GENERATING STATION l
DOCKET NO. 50-354 In a letter dated November 29, 1985, Public Service Electric and Gas Company provided the NRC a draft listing of systems that were projected not to be completed at the time of fuel loading.
PSE&G hereby submits an updated status of the draft listing (Attachments I and II).
Attachment I identifies those systems that are removed from the proposed list of deferral
]
systems as presented in our letter of November 29, 1985.
l These systems will be complete in support of fuel load.
Attachment i
II identifies those systems that are scheduled for completion i
after fuel load.
A finalized list of-systems which will l
not be completed by fuel load will be submitted to the NRC l
at least 30 days prior to the. anticipated fuel load date.
In support of the system deferral effort, a safety evaluation for each deferred system has been performed.
Each safety evaluation has been reviewed by both the Station Operations Review Committee (SORC) and the Offsite Safety Review Group (OSR).
The results of these reviews demonstrate that post fuel load completion of the systems identified in Attachment II pose no undue risk to the health and safety of the public.

-All items required to be complete in order to load fuel have been summarized in a Master Punchlist.
Corrective actions as a result of 10CFR50.55(e) reportable deficiencies and inspection report open items are identified on the Master Punchlist.
These items are being resolved directly with Region I.
The current assessment of the remaining activities required to be completed prior to issuance of a low-power license for j
HCGS indicate the plant will be ready to load fuel March 7, 1986.
j Please advise PSE&G if any additional information is required

to allow the NRC to plan its resources to support timely issuance j
of a low power license for the Hope Creek Generating Station.
