Dear Mr. Clark:
NRC Generic Letter 81-04 requested that Portland General Electric Coapany (PGE) perform a review of its capability to mitigate a station blackout event.
By letter dated May 22, 1981 PCE provided the results of this assessment and a schedule for implementing emergency procedures and training for station blackout events. Our proposed schedule called for implementation of plant specific station blackout procedures and training programs in consonance with the implementation schedule of NUREG-0737, Item I.C.l.
This schedule was closely tied to the Westinghouse Owner's Group schedule for development of generic procedural guidelines. Your letter of August 19, 1981 indicated the above schedule was not acceptable, and requested PGE provide a revised imp 1.euentation schedule.
The loss of all AC power guidelines under development by the Westinghouse Owner's Group will be available on about October 1, 1981. PGE will utilize thete guidelines to develop and implement comprehensive emergency hO p
