The Georgia Power Company wishes.to submit the following supplemental j

information to our response GN-802 dated February 14, 1986, relative 4

to your inspection report 50-424/85-60 and 50-425/85-40:

4 The' earlier response pointed out that Georgia Power Company QC 1

inspection personnel have the responsibility to inspect to known standards i

and controlled design documents.

As indicated by the violation (50-424/-

]

86-60-01, 50-425/85-40-01) some inspectors have not always referenced all the documents used in their inspections on the inspection reports.

l Inspection personnel have been given written instructions to rectify this concern.

In addition, a training ~ meeting was held.with QC inspectors i

on March 7, 1986, to re-emphasize the importance of identifying all j

standards and design documents used in inspections ~on their reports, a

The earlier re::ponse also described Pullman Power Products' sur-veillance program for checking welding machine current outputs to ensure compliance with welding procedure requirements-and to familiarize welders i

with machine output correlations..It was also indicated in the response.

that it was appropriate.to.use welding machine current. settings for tacking-operations. ~ As a point of clarification, while welders may use lower current outputs for tacking than may: be used in the actual weld, the current must still be within the range allowed by the welding procedure.

Pullman Power Products welders are-instructed during their i

training to seek guidance from their foreman if they have.. questions concerning a welding procedure.

However, these instructions were not contained in the welder training sylltbus.. The_ syllabus is being revised i

to include these' instructions - to etsure they are consistently given i

to welder trainees.

In addi tion, tite ' syllabus revision will include instructions for welders to conuct surveillance personnel to check the current output of their welding machine if they are uncertain of 4

the machines output correlation.

This instruction will also be' given 1

to existing welders during " gang-box" meetings.

o Page Two Georgia Power Company quality assurance has completed a comprehensive assessment audit of site ASME/AWS welding programs.

During this assess-ment, sixty-one welding operations were observed and interviews were conducted-with the welders.

These reviews included verification that proper welding procedures were being used, that both essential and non-essential variables were being observed, that welding materials were adequately controlled, that proper welding machine current outputs ' were provided, and that various other quality control attributes were being met. No cases were found where welders were operating outside established welding procedure and quality program requirements.

This response contains no proprietary information and may be placed in the NRC Public Document Room.
