On May 27,1997, Northeast Nuclear Energy Company notified the U.S. Nuclear Regulatory ~
Commission that the Wave I system reviews for Millstone Unit 3 had been completed. The i
review included the completion of the problem identification phase of the Configuration
]
l Management Program (CMP) for the Wave I systems, and the activities of the Quality

i Assurance organization as required by the Confirmatory Order of August 14,1996. Therefore,

we are authorizing the start of the Independent Corrective Action Verification Program (ICAVP) l st Millstone Unit 3. This written authorization confirms the verbal authorization provided to you 9
on May 28,1997.

The staff has selected the first group of systems to be reviewed by Sargent & Lundy. The i
following systems are to be reviewed in accordance with the audit plan for the ICAVP.

Quench Spray System (System ID 3309) i Recirculation Spray (System ID 3306)

For the purposes of the ICAVP, the staff considers the Quench and Recirculation Spray 4
Systems as a single system since both function to remove heat from the containment.

Additional systems to be reviewed will be provided following the completion of the CMP at Unit 3. The staff has completed its review of your revised audit plan and finds it acceptable. A letter documenting the bases for our approval will to be provided in the near future.
Following your initial review of the system documentation, we request that you develop your recommendations for the system boundaries definitions. We also request that you be prepared to present these system boundaries at a public meeting during the week of June 16, 1997, at the Millstone site; We will request Northeast Utilities attend the meeting in order to provide an update on the status of the CMP for the interfacing support systems.
