NRC INTEGRATED INSPECTION REPORT 50-424/97-04. 50-425/97-04 AND
NOTICE OF VI'0LATION
Dear Mr. McCoy:
On April 26. 1997, the NRC completed an inspection at your Vogtle Units 1 and
2 reactor facilities
The enclosed report presents the results of that
inspection.
During the six-week period, your conduct of activities at the Vogtle facility
was generally characterized by safety-conscious operations sound engineering
and maintenance practices, and appropriate radiological work controls.
Based on the results of this inspection. the NRC review of your implementation
of Generic Letter 89-10. Safety-Related Motor-Operated Valve Testing and
Surveillance'is closed.
However, we identified several issues that require
further attention.
The more significant involved dynamic test results which
did not fully support certain calculation variables or methods used in
establishing valve settings and capabilities.
The issues were satisfactorily
addressed by the commitments in your May 5. 1997. letter to the NRC.
Your
completion of these commitments will be reviewed in subsequent inspections.
A violation was identified regarding debris identified in Unit 1 containment.
While the safety consequence of this debris was minor, we are troubled by the
repetitive nature of this issue.
This same issue is documented in previous
inspection reports 96-02, 96-05, and 96-11.
The violations are cited in the enclosed Notice.of Violation. and the
circumstances surrounding the violations are described in detail in the
I
enclosed report.
Please note that you are required to respmd to this letter
and should follow the instruction.s specified in the enclosed Notice when
I
preparing your response.
The NRC will use your response in part, to
determine whether further enforcement action is nm ssary to ensure compliance
with regulatory requirements.
