Dear Mr. May:

Per your request, I would like to provide you with information concerning

. actions taken by Sequoyah Fuels Corporation (SFC), State of Oklahoma, and NRC contractor personnel to verify that the Carlile School and surrounding property are free of any contamination that may have resulted from the accidental release of uranium hexafluoride on January 4,1986.

The NRC's early analysis of meteorological conditions that existed during the accident indicated that the plume did not travel in the direction of the school. Subsequently, confirmatory measurements at the Carlile School began.

On Sunday, January 5, 1986, an SFC monitoring team along with the State of Oklahoma Radiological Health Director visited the Carlile School and surrounding property to conduct measurements. Surfaces inside and outside the school were surveyed for alpha particles that would be prescnt if uranium contamination existed. Soil and vegetation samples were collected for fluoride analysis. Surveys were also conducted using sensitive gamma detectors to measure the small amount of gamma radiation that is also emitted by uranium particles. The results of these surveys and the sample analysis indicated that no radioactivity or fluorides were detectable at the Carlile School location.

On Wednesday, January 8, 1986, the NRC requested that EG&G personnel provide an independent assessment ,of radiological conditions at the school. The EG&G company is a contractor to the Department of Energy (D0E) and we arranged for their services through DOE. The EG&G experts are nationally recognized in the field of environmental radiation measurements and use instrumentation that is as sophisticated and sensitive as any available. The results of this analysis confirmed the absence of any contamination.

We believe that these evaluations demonstrate that the Carlile School is free from any influence from the accident. Please be in touch if I can be of further assistance.
